This is (yet another) short link service. It differs from most short link services because these URLs cannot be entered on the web, they can only be entered on IRC, more specifically channels on Blitzed where the bot find is present. There is a full index of them at http://url.blitzed.eu.org/ (needs a registered Blitzed nickname).
